In education field, environment for the assessment is not highly improved and many teachers are feeling that the assessment remains difficulty. It means that we need to review the viewpoint itself for the approaching method of the assessment. It is necessary to try for improving systematic contradictions from the basis. At this article, these contradictions will be solved by the assessment's main body. Studying at the education curriculum related to the assessment's main body, we can confirm that there was a tendency of centralization like teachers who assess and learners who assessed in the situation of the assessment.
