Abstract

The cultural industry is undergoing significant changes across all sectors including production, distribution, and consumption due to the impact of digital technology. In particular, IPTV (Internet Protocol TV), scheduled for commercial launch in the second half of 2008, is a service that transmits video content using broadband and is expected to accelerate the convergence of the broadcasting and telecommunications industries. Since structural changes in the broadcasting and telecommunications industries—which serve as infrastructure industries for the national economy, society, and culture—have enormous ripple effects across industry and society as a whole, forecasting these changes and establishing responsive strategies represent critically important tasks. In this study, we utilized Scenario Network Mapping (SNM), a futures forecasting methodology, to project that the future of the broadcasting-telecommunications convergence industry will progress through network openness, content openness, sponsor openness, and platform openness, ultimately advancing toward device openness. Furthermore, we presented the strategies that content, platform, network, and device operators should adopt at each stage, along with corresponding government policies.
