Abstract
It is the key issues in curriculum evaluation whether it can assess properly a real teaching-learning process and improve effectively it or not. From this point of view, I investigated the several existing instruction evaluation ways, and showed that these evaluation methods had propriety as the assessment tools but failed to embody it's basic function. I examined possibility and necessity of instruction evaluation which link a teachers’ college and secondary school, and proposed this by one possible alternative selection way. This is required theoretically as well as is possible actually as follows; First, a teachers’ college must be able to develop the prototype of ‘Desirable Class’ and offer this in the secondary school. Second, our teachers’ colleges have various educational theories, evaluating systems and human resources, which can help promoting everyday instructional improvement at school. And third, improvement of teacher training course must be based on request of secondary school. This instruction evaluation focuses on analysis and improvement the class or school level curriculum. Therefore, this way is expected to be much more useful and actual than instruction evaluation ways focusing on individual lesson or teacher.
